Charter and Ordinances

The Town of Noma is governed by its Town Charter and by ordinances adopted by the Town Council. Together, these documents establish how the Town operates and how local laws are applied.

Town Charter

The Town Charter is the Town’s foundational governing document. It establishes the structure of the Town’s government, the authority of elected officials, and basic procedures for municipal operations. The Town Charter was most recently amended and approved by Noma’s voters in 2020.

Town Ordinances

The Town Council adopts ordinances to regulate matters affecting community life, including public safety, property maintenance, utilities, elections, and other municipal services. These ordinances are adopted at public meetings and remain in effect unless amended or repealed by the Town Council.

Over time, the Town has made efforts to compile its ordinances into a single code for reference purposes. Due to the age of some records and changes in administrative practices over the years, the Town is currently reviewing and clarifying its ordinance records to ensure long-term accuracy and accessibility.

At this time, the Town relies on duly adopted ordinances and resolutions, as reflected in Town Council agendas, minutes, and official ordinance records.

Resolutions

In addition to ordinances, the Town Council adopts resolutions. Resolutions are typically used for specific policy decisions, administrative matters, or to formally express the position of the Town. Information on resolutions is available in the Town Council meeting agendas and minutes.
